<p>The interference by the Government first began by air with the issuance of a NO-FLY zone that infringes upon the Freedom of Press by making certain that the media can not report on the presence of oil or animals that have been trapped in harms way because of the spill.</p>
<p>The Government sponsored infringement on the Freedom Of Press has now has now been expanded from air to both land and sea with with the latest ban that prohibits media access to spill, boom, cleanup sites and workers.</p>
<p>Once again the much promised transparency from BP and the Government proves to be lip service surrounded by a cloud of secrecy.</p>
<p>The latest ban should not be surprising Obama is a socialist and he does not care about our laws. Its likely he will not even allow new elections.</p>
<p>Why are you all surprised you voted for a Socialist and he is converting this country into a socialist system. He does not care about constution or the laws they will all be ignored. </p>
<p>Never durring katrina did Bush suspend the free press or use the EPA to stop cleanups.</p>
<p>You A holes that voted for Obama only have yourselves to blame. You voted in a socialist even when you were warned who he was and what he would do. you did not listed and you are getting what you voted for!</p>
<p>If you don’t like this then you need to vote out all the democrats and ask for Obama to be impeached for violating the 1st admendment,. This is clearly a high crime worthey of impeachment.</p>

<p>More EPA nonsence.  This is why we need new laws that exempt local police firemen and emergency workers from EPA rules in an Emergency.   The EPA is abusing its rules and trying to protect the enviorment and in doing so is harming the enviorment because the OIL will destroy the enviorment the EPA is trying to potect.  </p>
<p>We have seen this over and over again in the OIL spill and we have seen the same thing in the west by preventing firemen from fighting fires in the woods claiming they might drive over wildlife. No matter that the fire will kill wildlife.</p>
<p>This is why firemen police and emergency workers need to be exempet from all such laws.</p>

<blockquote><p>With no assurances it will be allowed to join the Gulf oil cleanup, a Taiwanese-owned ship billed as the world&#8217;s largest skimming vessel was preparing to sail Friday evening to the scene of the Deepwater Horizon disaster.The ship &#8211; the length of 3 1/2 football fields and 10 stories high &#8211; is designed to collect up to 500,000 barrels of oily water a day through 12 vents on either side of its bow. It docked in Norfolk en route to the Gulf from Portugal, where it was retrofitted to skim the seas. The ship and its crew of 32 were to leave Virginia waters Friday evening.<br />
The owners of the &#8220;A Whale&#8221; said the ship features a new skimming approach that has never been attempted on such a large scale. They are anxious to put it to its first test in the Gulf.<br />
&#8220;We really have to start showing people what we can do,&#8221; said Bob Grantham, project coordinator for TMT Group, a Taiwan-based shipping company.<br />
The company is still negotiating with the Coast Guard to join the cleanup and does not have a contract with BP to perform cleanup work. The company also needs environmental approval and waiver of a nearly century-old law aimed at protecting U.S. shipping interests.<br />
Environmental Protection Agency approval is required because some of the seawater returned to the Gulf would have traces of oil. . . .</p></blockquote>

Although the Forest Service will accept comments at any time, the comments will be most beneficial for the process if received by October 1, 2009. Common among complaints voiced about dog deer hunting are deer dogs trespassing onto private land and leases.</p>
<p>The environmental assessment process should be completed by December 2009 with a decision reached by January 2010. These dates are approximate depending on the number of comments to be processed. <p>BATON ROUGE – Today, Governor Bobby Jindal highlighted the first day of the first annual &#8220;Louisiana Second Amendment Weekend Sales Tax Holiday&#8221; that runs from Friday through Sunday, Sept. 6th.  </p>
<p>Governor Jindal said, “This is a great opportunity for our hunters to get the equipment they need for enjoying Louisiana&#8217;s great outdoors – especially as we open dove season this weekend. This weekend-long sales tax holiday on hunting gear and accessories not only helps boost sales at local sports stores and hunting suppliers, but also encourages more folks to get outside and see why Louisiana is Sportsman’s Paradise.”</p>
<p>Act 453 of the Regular Session of the 2009 Louisiana Legislature signed by the Governor provides a three-day exemption from state and local sales and use taxes on consumer purchases of firearms, ammunition and hunting supplies.  This is an annual sales tax holiday that will occur each year on the first consecutive Friday through Sunday in September – starting with this weekend in 2009.</p>
<p>According to statute, during this sales tax holiday weekend, the sales and use tax levied by the state and its political subdivisions shall not apply to any consumer purchases of firearms, ammunition and hunting supplies.  The Annual Louisiana Second Amendment Weekend Holiday Act became effective July 9, 2009.</p>
<p>&#8220;All of us hunters are getting excited about the upcoming season,&#8221; said LDWF Secretary Robert Barham, &#8220;and this tax-free weekend on hunting supplies is certainly coming at just the right time. This weekend presents new hunters with the opportunity to pick up the essentials, and experienced hunters to purchase gear they might have been putting off buying.&#8221;</p>
<p>The state and local sales and use tax exemption applies to an individual’s purchase of firearms, ammunition and hunting supplies.  The sales and use tax exemption is not available for business purchases.  Consumer purchases do not include the purchase of animals for hunting.</p>
<p>The Violence Policy Center has again used its rigged false gun death data to atack Louisiana over this law.  You see the Violence Policy Center doesn&#8217;t like the fact we have no gun control in La and we can shoot carjackers and people who break into our homes so they count the death of all criminals shot by cops and home owners and claim they are gun acidents. </p>

<p>In a recent news release, the credibility-challenged VPC proclaimed, &#8220;Pro-Gun States Lead the Nation in Per Capita Firearm Death Rates.&#8221; The news release goes on to say, &#8220;The analysis (of data from the CDC, the Centers for Disease Control and Prevention) reveals that the five states with the highest per capita gun death rates were Louisiana, Alaska, Montana, Tennessee and Alabama. Each of these states had a per capita gun death rate far exceeding the national per capita gun death rate of 10.32 per 100,000. By contrast, states with strong gun laws and low rates of gun ownership had far lower rates of firearm-related death. Ranking last in the nation for gun death was Hawaii, followed by Massachusetts, Rhode Island, New Jersey and New York.&#8221; </p>
<p>The VPC dares not look at the bottom seven states instead of the arbitrary five. That is because, lo and behold, New Hampshire ranks seventh from the bottom in per capita gun deaths. New Hampshire is undeniably a strong pro-gun state that greatly respects the individual right to keep and bear arms.</p>
<p>New Hampshire is beaten only by sixth-place Connecticut, the home of &#8220;Gun Valley,&#8221; a major area of gun making in the United States. For that matter, all of New England is in the bottom 12. Low rates of gun deaths in New England are more attributable to the culture and character of the region than to the availability of firearms. By contrast, the West is still somewhat wild and the South has not fully lost its rebel yell.</p>
<p>The VPC also has to purposely limit its selectively picked data to states rather than cities. This is because the one jurisdiction with the strictest gun control in the entire nation is the District of Columbia. In D.C., all handguns are banned, long arms must be stored disassembled, locked and unloaded, and law-abiding citizens have no right to carry guns. According to the same 2005 CDC data relied upon by the VPC, D.C. has the highest rate of shooting deaths of any place in the United States! The district has well over double the national average.</p>
<p>The VPC also conveniently fails to mention that the total number of shooting deaths in the entire United States is ever so slightly over one hundredth of 1 percent &#8212; .0103 percent to be exact, and that is with approximately 250 million guns in the country. Additionally, those are all firearm deaths, including police shootings, justifiable self defense and suicide.</p>
<p>The reason for the VPC&#8217;s new propaganda push is obvious, and the group unknowingly reveals it in the news release. The group is scared &#8220;to death&#8221; of the very real possibility of a Supreme Court victory in June for the Second Amendment in the celebrated Heller case.</p>
<p>Ironically, the Heller case is a challenge to the very D.C. anti-gun law ignored by the VPC. VPC Legislative Director Kristen Rand states, &#8220;Blind allegiance to the Second Amendment comes at a deadly price. Many residents in pro-gun states cheer the possibility of a June Supreme Court ruling that could place gun controls across the nation at risk, never realizing that those states stand as proof of the need for such laws.&#8221;</p>
<p>Well, unfortunately for the VPC agenda, the District of Columbia torpedoes its glorification of anti-gun laws; and New Hampshire stands as granite counter-proof that there is no need for such laws.</p>

 Used to drive a old junk truck around town full of old scrap and later bought the old Blair Wrecker service flat bed truck after Blair died. Before the place was taken by the new 5 lane road the city received many complaints asking for him to clean up his junk yard. </p>

<p>He has now taken up money from people &#8216;investors&#8217; to get this thing patented. Kind of feel sorry for this old guy he is likely going to get riped off by the patent attorney.</p>
<p>So local man reinvents hover dam loads it in his PU and drives to DC to show Obama. Gets arrested for not knowing about gun laws, Gets Psychiatric exam and comes back to Winnfield still thinking he will get to see Obama.</p>

Property owners, tenants, public or private employers, and businesses may not prohibit the transportation or storage of firearms in motor vehicles in their parking lots or garages if those areas are accessible to the general public.  These entities may only regulate the transportation and storage of firearms in secure parking areas if they meet certain conditions</p>

<p>Franklin says they were a joke aimed at white friends on the rodeo team. As they were painted in Jena High&#8217;s gold and black, Allen reports that the kids said the nooses were directed at a rival school&#8217;s Western-themed football team. </p>
<p>When school officials confronted them, all were remorseful. All had black friends, and none knew the nooses were offensive to blacks. </p>
<p>Far from being let off, they spent &#8220;nine days at an alternative facility, followed by two weeks of in-school suspension, Saturday detentions, attendance at Discipline Court and evaluations by licensed mental-health professionals.&#8221; </p>
<p>They were not prosecuted for a hate crime because none of those who investigated the incident believed they committed a hate crime. Hung on Aug. 31, 2006, the nooses had been taken down instantly. Only a few students ever saw them. Case closed. </p>
<p>September, October and November passed at Jena High with no racial conflict emanating from the noose incident of August. </p>
<p>On Dec. 1, however, Robert Bailey Jr. tried to crash a party at the Fair Barn in Jena. One Justin Sloan, 22, not a student, put a fist in his face. So witnesses and Bailey reported to police. And Sloan was prosecuted for battery. </p>
<p>On Dec. 2, Bailey and two friends jumped a white male entering the &#8220;Gotta Go&#8221; grocery. When the latter ran to get a shotgun out of his car, they wrested it from him and took it. So two witnesses at the &#8220;Gotta Go&#8221; agreed. </p>
<p>Two days later came the &#8220;schoolyard fight.&#8221; Only this was no fight. Black students barricaded an exit to the gym and lay in wait for Justin Barker. As Barker went for another exit, he was struck in the head from behind by Mychal Bell. Multiple witnesses say Barker fell unconscious as a gang of eight or 10 blacks stomped and kicked him in the head. The assistant principal who reached Barker thought he was dead. Barker&#8217;s emergency room bill ran to more than $5,000. </p>
<p>When the six were arrested and charged with attempted second-degree murder, none of them and none of the witnesses mentioned the noose incident. It had had nothing to do with this vicious racist assault. </p>
<p>After the charges were reduced to battery, Bell, tried as an adult, was indeed convicted by an all-white jury — because no blacks answered the summons to the jury pool. Why was Bell prosecuted as an adult? Because he had four prior convictions for crimes of violence. </p>
<p>After his conviction was overturned, Bell was ordered retried as a juvenile. Rather than face the same 17 witnesses, he pled guilty in December to hitting Barker from behind, slamming his head into a concrete beam and kicking him in the head. Sentenced to 18 months in juvenile detention, he agreed to testify against his co-conspirators. </p>
<p>While some $500,000 has been raised for the Jena Six defense, its whereabouts is unknown. Bailey did pose on the Internet grinning, however, with $100 bills in his mouth. Bell&#8217;s mom is said to be driving a new Jaguar, and Bailey&#8217;s mom a new Beamer. Two other Jena Sixers, Carwin Jones and Bryant Purvis, appeared in rapper attire on Black Entertainment Television as presenters of a Hip-Hop Award. </p>
<p>A week ago, 6-foot, 6-inch Purvis, who had transferred to Hebron High in Carrollton, Texas, was charged with assault, choking a student and ramming his head into a bench</p>

<p>We have seen the same ignorance of black history in one of the Jena 6 mothers who told her son that nooses are what they did to blacks when they were slaves.  What kind of ignorance is this.<br />
I guess we can just merge slavory the KKK and MLK all together and say it all happned in the 60s and slave owners chased MLK down the road with dogs and a noose. Why cant someone teach real history on black history month? Why do blacks know nothing about the real history.</p>
<p>Also whats so strange about this is that the guy that ran around with nooses on his truck is from Colfax where the Colfax riots were and none of the black people even know that. None of them even know about the <a href="http://en.wikipedia.org/wiki/Colfax_Massacre">Colfax Riots.</a><br />
 But I understand Spike Lee will soon have a new biased black movie about what we call the Colfax Riot and they call the Colfax Massacre so everyone can learn some more biased history from that.</p>

<p>No one ever bothered to see if M Bell had a prior crimal record no one even bothered to find out that the only black residents that were upset were the parents of the criminals.</p>
<p>No one bothered to ask Bells father how he knew anything about the story if he had been living in Texas at the time. </p>
<p>No one even wants to find out why Bell has been taken away from his parrent  and placed in a foster home.</p>
<p>No one wants to find out why the kid on my space with all the cash in his mouth turned up at school with a free lawer asking for extra free services because he can&#8217;t affort to pay for them. </p>

<p><em>The African-American Studies Program at Missouri State University will host a panel discussion on the Jena Six case on Tuesday, February 12, from 7:00 to 9:00 p.m., in the Plaster Student Union Ballroom.  The event is free and open to the public.</p>
<p>The panel will include Dr. Jamaine Abidogun (Associate Professor of History); Steven Arledge (English Major and African-American Studies Minor); Dr. Dominic Capeci (Distinguished Professor of History); Dr. Mike Carlie (Professor of Sociology and Anthropology); Wes Pratt, Esq. (Diversity Outreach Coordinator); and Maurice Tate (Pastor of Washington Avenue Baptist Church; Lecturer in Religious Studies; and Faculty Member in African-American Studies).</p>
<p>Panelists and audience members will consider some of the important questions raised by the Jena Six case.  Has racial bias been eliminated from the American judicial system?  Are American schools meaningfully integrated?  Does the nation’s history of racial violence inform contemporary social intercourse?  Is a case like that of the Jena Six a compelling cause around which to build a new civil rights movement?  </p>
<p>The African-American Studies Program invites the entire community to join us in this discussion.</em></p>
<p>You can bet they will not have anyone from the other side to tell the truth and you can bet they wont read the true history of events from the Jena website.</p>
<p>Will they tell that the black students did not even know the history of the noose as its now told until weaks later? And that the black students joked and carried on sticking heads into the noose before they were cut down.</p>
<p>Will they discuss if its really constitutional for the feds to regulate nooses when the constitution  does not allow for that?</p>

<p>I dont know which road this nut drove down but the highway into Jena is not a winding road and I have no sense of dread in driving in the woods myself.</p>
<p>Also this story posted yesterday is out of date because it doesnt tell the reader that Bell admited guilt and the trial is over.</p>

<p>JENA, La. â€” The family of the victim in the &#8220;Jena Six&#8221; case has sued the adults accused of beating him, the families of the juveniles allegedly involved and the board of the school where the attack occurred.</p>
<p>Justin Barker and his parents, David and Kelli, also accuse a seventh, uncharged student of being part of the group that attacked Justin on Dec. 4, 2006, as he walked out of Jena High School&#8217;s gym headed to another class.</p>
<p>The lawsuit was filed Nov. 29 in state district court. It alleges that the LaSalle Parish School Board is liable because school employees were not adequately supervising students and failed to maintain discipline.</p>
<p>The charges against the students accused of attacking Barker led to a civil-rights demonstration in Jena in September by activists who alleged local authorities were prosecuting blacks more harshly than whites.</p>
<p>Barker is white; those accused of attacking him are black. One of the defendants, 17-year-old Mychal Bell, pleaded guilty Monday to a second-degree battery in return for an 18-month sentence, with credit for 10 months he already has served.</p>
<p>Barker spent several hours in the emergency room after the attack but was discharged and attended a school event the night after the attack.</p>
<p>The suit names the attackers as the Jena Six students â€” Mychal Bell, Jesse Beard, Theo Shaw, Bryant Purvis, Carwin Jones and Robert Bailey Jr. â€” as well as a seventh student, Malcolm Shaw, who has not been charged.</p>

<p>Here is how it worked in Louisiana before we passed a law that requires a Photo ID.</p>
<p>Handlers drove busses into the large welfare areas of New Orleans and paid people to vote. They filled up busses with people and handed each a card telling him what name to use when he voted.<br />
The name would be of someone that was dead or a fake name submitted by them in one of the hyped up a voter drives.<br />
They also took advantage of Motor Voter to register fake names.</p>
<p>They take a bus of the fake voters to the &#8220;first&#8221; voter booth and hand them cards telling them who to vote for. When finished they dirve to the next voter boot in the next district hand out new name cards and have them vote again. </p>
<p>Story is they drive to every booth in town, once they finish they go get another load and start all over again.</p>
<p>This is why they want motor voter and voter drives and why everyone else wants the voter to show up in person at the voters office to prove his identity. </p>
<p>The last time this was checked on Mary Landrew won only in New Orleans the rest of the state did not vote for her. During the inspections they attempted to verify a random list of voter addresses. Thousands of people were listed with the same address vacent apartment buildings that had been abandoned for years. Others were dead but names had not been removed.</p>
<p>Recent Clinton rules prevent the voters office from mailing out cards to verify addresses and removing the names of fake voters.  This scam requires large list of fake voters or it will not work . Any type of verification disrupts the scam.</p>
<p>This is what we need to stop the voter fraud.</p>
<p>1 State Photo ID required to register and to vote.<br />
2 Verification of all existing Voters by some type of records check or mailing.<br />
3 Verification of new voters identity and address.<br />
4 Removal process for dead voters or those who move outside the district.<br />
5 Remove the Motor Voter law.<br />
6 Outlawing voter drives. Unless they drive the people in to register.</p>
<p>There is no good reason that people can not go to the voters registration office to register to vote. If they can get to the post office or the DMV they can get to the voters registration office so our elected officer can verify them. </p>
<p>Test show that people being signed up in door to door voter drives won&#8217;t go vote anyway.</p>
<p>Anytime you see someone that is against this ask yourself why? Well perhaps thatâ€™s how they got elected by the voter fraud scam.</p>
<p>Louisiana never elected Marry Landreu she was elected by the scams in NO and since they have lost so many of the people they used in the scam and we now have a voter ID law she will not get reelected.</p>

BELLEVUE, WA â€“ The Second Amendment Foundation (SAF) today applauded Louisiana Gov. Kathleen Blanco for signing into law a new statute that will prohibit the kind of sweeping firearms seizures from law-abiding citizens that happened in New Orleans in the wake of last yearâ€™s devastating Hurricane Katrina.</p>
<p>The new state law, which took effect immediately, makes it clear that emergency powers granted to the governor and local officials â€œdo not authorize the seizure or confiscation of a firearm, weapon, or ammunition from any individual if the firearm, weapon or ammunition is being possessed or used lawfully.â€ The statute does allow an officer to temporarily disarm an individual under some circumstances, but the officer is required to return the firearm to that person before they part ways.</p>
<p>â€œThis law is a direct outgrowth of the joint lawsuit we filed against the City of New Orleans and St. Tammany Parish last year following Hurricane Katrina,â€ said SAF founder Alan M. Gottlieb. â€œOnce state lawmakers understood the outrageous nature of last yearâ€™s gun grab, they acted properly to make sure that kind of thing never happens again in Louisiana. </p>
<p>â€œThe irony is that it took leading gun rights organizations to remind the police and public officials that in the aftermath of a natural disaster, citizens still retain their civil rights,â€ Gottlieb observed. â€œPeople cannot be stripped of their property, including firearms, without warrant or due process. Thatâ€™s what our lawsuit was all about, and thatâ€™s what this new law insures.â€</p>
<p>SAF was joined in the landmark New Orleans lawsuit last September by the National Rifle Association on behalf of SAF and NRA members residing in the storm area. After New Orleans police and visiting officers from other jurisdictions began taking guns, attorneys for the two groups secured a restraining order from federal Judge Jay Zainey that brought the gun seizures to a halt. </p>
<p>â€œThe right to keep and bear arms is an individual civil right protected by both the Louisiana and federal constitutions,â€ Gottlieb said. â€œIt is not subject to the whim of any official, and this new law makes that absolutely clear.â€</p>

<p>On March 15, 2006, lawyers for both sides informed the court that positive settlement negotiations were occurring. New Orleans has now confirmed that it holds a number of firearms and that owners of firearms which may have been confiscated may contact the Property and Evidence division of the New Orleans Police Department.</p>

<p>NRA has filed a motion for contempt against the City of New Orleans, its mayor, Ray Nagin, and the acting chief of police for failure to comply with a temporary restraining order handed down September 12, 2005, ordering an end to all illegal gun confiscations that occurred in the aftermath of Hurricane Katrina.</p>
<p>&#8220;With looters, rapists, and other thugs running rampant in New Orleans, Ray Nagin issued an order to disarm all law-abiding citizens,&#8221; declared NRA Executive Vice President Wayne LaPierre.  &#8220;With no law enforcement or 911 available, he left the victims vulnerable by stripping away their only means of defending themselves and their loved ones.  Now Ray Nagin thinks he&#8217;s above the law, and that&#8217;s just wrong.&#8221;</p>
<p> Attorneys for NRA have exhausted all efforts to cooperate with the defendants, Mayor Nagin and Chief Riley, who repeatedly ignored the court&#8217;s permanent restraining order against their illegal gun confiscations.  </p>
<p>&#8220;Ray Nagin is a colossal disappointment,&#8221; said NRA-ILA Executive Director Chris W. Cox.  &#8220;During a federally declared emergency, he abused his power and abandoned the very people he was sworn to protect.  He took away the victims&#8217; freedom and their basic means of self-defense during an ill-fated and perilous time.&#8221;</p>
<p>The motion also includes an order that all seized firearms must be returned to their rightful owners.</p>

<p>A LA Bill passed the House by a vote of 78-1 and then was later sent to Gov. Kathleen Blanco&#8217;&#8217;s desk. The resolution does three things</p>
<p>1. It points out that innocent civilians did, in fact, have their guns confiscated (stolen) in September.<br />
2. It gives a &#8220;sense of the legislature&#8221; that the governor should bring up legislation in the next session to repeal laws that were used to justify the confiscation of firearms during an emergency.<br />
3. Finally, the resolution indicates that ALL citizens who had firearms confiscated must have their guns returned.</p>
<p>Rep Scalise is now working on introducing binding legislation that he will actively push in January of next year. This bill will amend the state code to remove any language that could provide a pretext for the future confiscation of guns in the state. He already has several dozen cosponsors.</p>
<p>This is great news however all involved in the ilegal theft of guns should be arrested and tried. What they did was not allowed by law and they misquoted the law to do it. The law they misquoted will soon be corrected. Gun Control Kills and we do not want it in Louisiana.<br />

<p>It was hard to believe that this was happening in our own country.<br />
American troops were going house-to-house, smashing through doors and<br />
taking firearms. One would have thought it was video tape from Cuba<br />
or Cambodia, not from the state of Louisiana.</p>
<p>But what has happened since then?</p>
<p>Well, the U.S. District Court of the Eastern District in Louisiana<br />
issued a restraining order to stop authorities from confiscating<br />
firearms on September 23.</p>
<p>So what happens now to those corrupt officials who were stealing<br />
firearms? Will they be held accountable? Or, will every guilty<br />
official simply receive the equivalent of a hand slap, like a child<br />
caught sneaking a cookie?</p>
<p>To this end, GOA sent a letter to U.S. Inspector General Glenn Fine<br />
last month to request action. The letter cites newspaper articles<br />
and TV news broadcasts to demonstrate that National Guard troops,<br />
police and U.S. marshals were confiscating firearms in the aftermath<br />
of Hurricane Katrina.</p>
<p>The letter also reminds General Fine that the U.S. District Court in<br />
Louisiana put a stop to this illegal taking on September 23.</p>
<p>In light of this overwhelming evidence, GOA urged General Fine to<br />
&#8220;investigate who are the guilty parties who need to be held<br />
accountable for perpetrating these harmful acts against innocent<br />
Americans.&#8221;</p>
<p>General Fine has the authority to investigate the criminal acts of<br />
federal officials and to refer them for prosecution.</p>
<p>(GOA sent a similar letter to the Attorney General of Louisiana,<br />
requesting that he bring charges against state-level officials who<br />
were stealing the firearms of citizens in the Big Easy. These<br />

<p>So far, it appears that General Fine has been dragging his feet on<br />
this request &#8212; which is why he may need to hear from folks all<br />
around the country.</p>

<p>Gun control in FEMA could have harmed rescue teams and the public.</p>
<p>The astonishing revelation that the Federal Emergency Management Agency suspended the Phoenix, Ariz. Fire Department&#8217;s Urban Search and Rescue team because it was accompanied by four armed police officers when it traveled to Louisiana to help with disaster relief efforts, demonstrates a despicable anti-gun attitude,  said the Citizens Committee for the Right to Keep and Bear Arms (CCRKBA). </p>
<p>This is a violation of States rights because Louisiana Law allows anyone to carry a gun. Federal gov agencies have no right to violate state law.</p>
<p>&#8220;FEMA just flunked the personality test,&#8221; said CCRKBA Executive Director Joe Waldron. &#8220;FEMA officials didn&#8217;t bat an eye when teams of police from other jurisdictions descended on New Orleans and St. Tammany Parish in the wake of Hurricane Katrina, disarming law-abiding citizens who had committed no crime. Nobody from FEMA uttered a peep when California Highway Patrol officers body-slammed Patricia Konie to the floor in her own home taking her revolver and forcibly removing her from her residence for evacuation. </p>
<p>&#8220;Yet FEMA went ballistic when a team of trained specialists came to help their fellow Americans, in a region gripped by anarchy, simply because the Phoenix group had the good sense to bring along four armed officers for their security,&#8221; Waldron noted. &#8220;These officers did not engage in gun grabs. They were deputized as U.S. Marshals, and were only there to protect the fire department rescue personnel. U.S. Marshals think it&#8217;s a good idea for rescue teams to have armed escorts. It just might save somebody&#8217;s life. </p>
<p>&#8220;The American public, and especially the citizens of Phoenix and members of their fire and police departments, deserve an apology from FEMA,&#8221; Waldron said. &#8220;Those people came to help, and they deserved much better than a backhand slap from FEMA just because somebody prudently was carrying a shotgun. </p>
<p>&#8220;Further,&#8221; he continued, &#8220;we want to know what influence FEMA officials may have had in the decision by local law enforcement to disarm gun owners in New Orleans and St. Tammany Parish. Somebody gave that order, and we want to know who. That illegal edict originated somewhere, and if FEMA officials had any role in adopting a public disarmament policy, it better never happen again, and those responsible should be fired. </p>
<p>&#8220;Congress needs to tell FEMA that it&#8217;s sole mission is disaster relief, not gun control,&#8221; Waldron stated. &#8220;FEMA&#8217;s job is to coordinate relief efforts, not dictate what equipment response teams bring along, or what security provisions they provide.&#8221; </p>

Bands of looters have engaged police officers and National Guards in the city shooting one officer in the head, and killing another. The National Guard and police have pulled their troops back and can only watch as looters do their worst in plain view of law enforcement.<br />
Proof positive that gun control is only effective against law-abiding citizens.<br />
Criminals will attain weapons regardless of what the law says. Registration and gun control is nothing more than a drain on the economy and often times denies the law-abiding citizen, the very ones the laws are supposed to protect, the means to defend themselves. Not to mention a violation of our Constitutional rights. The real purpose of the law, I believe, is to make citizens dependent on government to protect them.<br />
Thanks to Katrina and the terrible situation playing out in New Orleans, we now see just how much we can depend on our government to protect our families and our property from criminals and how Gun Control can Kill</p>

<p>New Orleans police chief Eddie Compass has  resigned. He gave no reasons for his decision and refused to answer reporters&#8217; questions.  No one in the press wants to talk about this but its clear it is because he ordered the police to pick up guns. A act which is in violation of the LA and US const.  Some have said this was ok under La&#8217;s emergency laws however the law does not say you can take guns and even if it it did it would be unconstutional because teh LA const forbids such laws.<br />
It is clear he had to go because he was anti gun but we think he should be jailed for his acts.</p>

<p>New Orleans Gun Confiscation is Blatantly Illegal: On Monday, I&#8217;ll have an article on the New Orleans gun confiscation on Reason.com. But there&#8217;s one part of the story that&#8217;s too important to wait: the confiscation is plainly illegal. I realize that there are plausible arguments that the house-to-house break-ins and gun-point confiscations violate the Second, Fourth, Fifth and Fourteenth Amendments of the United States Constitution, as well as numerous provisions of the Louisiana Constitution, including the right to arms. Indeed, the confiscations are inconsistent with the Universal Declaration of Human Rights, and with natural law. But my point is much more specific. The particular Louisiana statute which allows emergency controls on firearms also clearly disallows the complete prohibition being imposed by the New Orleans chief of police.</p>
<p>The relevant statute is La. Stat., title 14, Â§ 329.6. It provides:</p>
<p>Â§329.6. Proclamation of state of emergency; conditions therefor; effect thereof</p>
<p>A. During times of great public crisis, disaster, rioting, catastrophe, or similar public emergency within the territorial limits of any municipality or parish, or in the event of reasonable apprehension of immediate danger thereof, and upon a finding that the public safety is imperiled thereby, the chief executive officer of any political subdivision or the district judge, district attorney, or the sheriff of any parish of this state, or the public safety director of a municipality, may request the governor to proclaim a state of emergency within any part or all of the territorial limits of such local government. Following such proclamation by the governor, and during the continuance of such state of emergency, the chief law enforcement officer of the political subdivision affected by the proclamation may, in order to protect life and property and to bring the emergency situation under control, promulgate orders affecting any part or all of the territorial limits of the municipality or parish:</p>
<p>(1) Establishing a curfew and prohibiting and/or controlling pedestrian and vehicular traffic, except essential emergency vehicles and personnel;</p>
<p>(2) Designating specific zones within which the occupancy and use of buildings and the ingress and egress of vehicles and persons shall be prohibited or regulated;</p>
<p>(3) Regulating and closing of places of amusement and assembly;</p>
<p>(4) Prohibiting the sale and distribution of alcoholic beverages;</p>
<p>(5) Prohibiting and controlling the presence of persons on public streets and places;</p>
<p>(6) Regulating and controlling the possession, storage, display, sale, transport and use of firearms, other dangerous weapons and ammunition;</p>
<p>(7) Regulating and controlling the possession, storage, display, sale, transport and use of explosives and flammable materials and liquids, including but not limited to the closing of all wholesale and retail establishments which sell or distribute gasoline and other flammable products;</p>
<p>(8) Regulating and controlling the possession, storage, display, sale, transport and use of sound apparatus, including but not limited to public address systems, bull horns and megaphones.</p>
<p>(9) Prohibiting the sale or offer for sale of goods or services within the designated emergency area for value exceeding the prices ordinarily charged for comparable goods and services in the same market area at, or immediately before, the time of the state of emergency. However, the value received may include reasonable expenses and a charge for any attendant business risk in addition to the cost of the goods and services which necessarily are incurred in procuring the goods and services during the state of emergency, pursuant to the provisions of R.S. 29:701 through 716.</p>
<p>B. Such orders shall be effective from the time and in the manner prescribed in such orders and shall be published as soon as practicable in a newspaper of general circulation in the area affected by such order and transmitted to the radio and television media for publication and broadcast. Such orders shall cease to be in effect five days after their promulgation or upon declaration by the governor that the state of emergency no longer exists, whichever occurs sooner; however, the chief law enforcement officer, with the consent of the governor, may extend the effect of such orders for successive periods of not more than five days each by republication of such orders in the manner hereinabove provided.</p>
<p>C. All orders promulgated pursuant to this section shall be executed in triplicate and shall be filed with the clerk of court of the parish affected and with the secretary of state of this state.</p>
<p>D. During any period during which a state of emergency exists the proclaiming officer may appoint additional peace officers or firemen for temporary service, who need not be in the classified lists of such departments. Such additional persons shall be employed only for the time during which the emergency exists.</p>
<p>E. During the period of the existence of the state of emergency the chief law enforcement officer of the political subdivision may call upon the sheriff, mayor, or other chief executive officer of any other parish or municipality to furnish such law enforcement or fire protection personnel, or both, together with appropriate equipment and apparatus, as may be necessary to preserve the public peace and protect persons and property in the requesting area. Such aid shall be furnished to the chief law enforcement officer requesting it insofar as possible without withdrawing from the political subdivision furnishing such aid the minimum police and fire protection appearing necessary under the circumstances. In such cases when a state of emergency has been declared by the governor pursuant to R.S. 29:724 et seq., all first responders who are members of a state or local office of homeland security and emergency preparedness, including but not limited to medical personnel, emergency medical technicians, persons called to active duty service in the uniformed services of the United States, Louisiana National Guard, Louisiana Guard, Civil Air Patrol, law enforcement and fire protection personnel acting outside the territory of their regular employment shall be considered as performing services within the territory of their regular employment for purposes of compensation, pension, and other rights or benefits to which they may be entitled as incidents of their regular employment. Law enforcement officers acting pursuant to this Section outside the territory of their regular employment have the same authority to enforce the law as when acting within the territory of their own employment.</p>
<p>F. Notwithstanding the provisions of this Section, except in an imminent life threatening situation nothing herein shall restrict any uniformed employee of a licensed private security company, acting within the scope of employment, from entering and remaining in an area where an emergency has been declared. The provisions of this Subsection shall apply if the licensed private security company submits a list of employees and their assignment to be allowed into the area, to the Louisiana State Board of Private Security Examiners, which shall forward the list to the chief law enforcement office of the parish and, if different, the agency in charge of the scene. </p>
<p>First, there are the procedural issues. According to subsection B, emergency orders must be published in a newspaper in the jurisdiction; the Times-Picayune is heroically publishing on-line, but I did not find any evidence, on Friday night, of any publication of the gun confiscation order, whose implementation had already begun on Thursday. According to subsection C, an emergency order must also be filed with the court in the relevant parish (impossible under current conditions), and with the Secretary of State (whose office in Baton Rouge is entirely functional). The Secretary&#8217;s website gives no indication that a gun confiscation order has been filed.</p>
<p>The more serious issue is the substantive one. The emergency statute creates authority for &#8220;prohibiting&#8221; some things, and for &#8220;regulating&#8221; other things. The statute uses &#8220;prohibiting&#8221; in subsections (A)4, 5, and 9. The statute uses &#8220;regulating&#8221; in sections (A)3, 6, 7, and 8. Quite clearly the legislature meant to distinguish &#8220;prohibiting&#8221; authority from &#8220;regulating&#8221; authority. In the context of the statute, it is not plausible to claim that &#8220;prohibiting&#8221; means the same as &#8220;regulating.&#8221;</p>
<p>&#8220;Prohibiting&#8221; authority applies to the sale of alcohol, presence on public streets, and the sale of goods or services at excessive prices. &#8220;Regulating&#8221; authority applies to firearms, flammable materials, and sound devices (such as megaphones). The &#8220;regulating&#8221; authority is undoubtedly broad. But it is not equivalent to &#8220;prohibiting.&#8221; The statute does not authorize the New Orleans Police&#8211;abetted by the National Guard and the U.S. Marshalls&#8211;to break into homes, point guns at people, and confiscate every single private firearm&#8211;or every single private bullhorn or private cigarette lighter.</p>
<p>Yet New Orleans&#8217; lawless superintendant of police, P. Edwin Compass, has declared, &#8220;No one is allowed to be armed. We&#8217;re going to take all the guns.&#8221;</p>
<p>The Compass order appears to be plainly illegal. Under section 1983 of the federal Civil Rights law, any government employee who assists in the illegal confiscation would appear to be personally liable to a civil lawsuit. Moreover, higher-ranking officials&#8211;such as the National Guard officers who have ordered their troops to participate in the confiscation&#8211;would seem to be proper subjects for impeachment or other removal from office (and attendant forfeiture of pensions), depending on the procedures of their particular state.</p>
<p>All police officers, National Guard troops, and U.S. Marshals take an oath to uphold the Constitution and the laws. It appears that carrying out an illegal order to confiscate lawfully-owned firearms from homes would be inconsistent with the oath, contrary to sworn duty, and perhaps a criminal act. </p>
<p>UPDATE: Orin&#8217;s response to my post (above) contains several misunderstandings, in my view:</p>
<p>1. The most serious problem is that he reads the power of &#8220;regulating and controlling&#8221; as equivalent to the power of &#8220;prohibiting and controlling.&#8221; By his theory, the Louisiana legislature could just as well have said &#8220;controlling&#8221; instead of &#8220;prohibiting and controlling&#8221; and the legislature still would have granted the power of prohibiting. In an abstract semantic sense, Orin&#8217;s theory is not implausible. But the Louisiana legislature obviously used the words more precisely; the repeated shifts from &#8220;regulating&#8221; to &#8220;prohibitting&#8221; plainly show that the two words are not identical, and that adding &#8220;and controlling&#8221; after each word does not create identical phrases. If the Louisiana legislature meant to convey the same powers over each of the items in subsection (A), the legislature would have used the same operative words in each subsection.</p>
<p>2. He&#8217;s right that the statute doesn&#8217;t specify whether proper publication and filing are necessary for the emergency orders to be lawful. (And as my original post indicated, it&#8217;s not absolutely certain that proper publication and filing have not occured, although it would be odd for the Louisiana Secretary of State not to post the filing of such an important order.) At least in some circumstances, strict adherence to the provisions of subsections (B) and (C) would be impossible. For example, the Secretary of State&#8217;s office might be closed; indeed, the courts in Orleans Parish are currently closed. However, if the police chief failed to file the proper notice with the Secretary of State, even when the Secretary of State&#8217;s office is open, the failure to file indicates, at the least, a disregard on the part of the chief for proper legal procedure.</p>
<p>3. Note subsection (B)&#8217;s rule that &#8220;Such orders shall be effective from the time and in the manner prescribed in such orders&#8230; Such orders shall cease to be in effect five days after their promulgation&#8230;&#8221; Has the police chief ever promulgated a proper emergency order about firearms? Sending police officers out to confiscate guns is not &#8220;promulgation.&#8221; For the order to be valid, there must, at least, be some form of proper order to the public, not merely to the police. The &#8220;promulgation&#8221; must, at the least, include a date on which the order goes into effect, because a legal start date is necessary to calculate the automatic expiration date five days thereafter. It seems unlikely that a press conference merely announcing&#8211;after the confiscations and break-ins have already begun&#8211;the confiscations are taking place, consistutes the promulgation of an &#8220;order.&#8221; The only Louisiana case law definitions of &#8220;promulgate&#8221; come from election law cases; they rely on the dictionary definition of &#8220;promulgate&#8221; as &#8220;To make known or announce officially and formally to the public.&#8221; The cases further specify that &#8220;promulgate&#8221; should be understood in its specific statutory context. E.g., LeCompte v. Board of Sup&#8217;rs of Elections of Terrebonne Parish, 331 So.2d 173 (La. App. 1976). And it appears that the chief of police has not complied with any of the statute&#8217;s specific standards for promulgation (newspaper, parish court, Secretary of State). </p>
<p>4. Violation of a person&#8217;s state constitutional right to keep and bear arms is a violation of her 14th Amendment rights, and gives rise to a cause of action under section 1983. Kellogg v. City of Gary, 562 N.E.2d 685, 696 (Ind. 1990):</p>
<p>For all of the foregoing reasons, we now hold there is a state created right to bear arms which includes the right to carry a handgun with a license, provided that all of the requirements of the Indiana Firearms Act are met. This right is protected by the Due Process Clause of the Fourteenth Amendment and is both a property and liberty interest for purposes of Â§ 1983. </p>
<p>If the confiscation of firearms is illegal under Louisiana statute, then the confiscation is very likely a violation of the right to arms under the Louisiana constitution. Moreover, pursuant to United States v. Emerson, the Second Amendment is recognized as an individual right in the Fifth Circuit, which includes Louisiana. The Second Amendment, even if unincorporated, would be the basis of a section 1983 claim against any federal employees involved in the confiscation. Also, the warrantless entry into homes and illegal confiscation of property might give rise to section 1983 claims premised on the Fourth and Fifth Amendments.</p>
<p>5. In response to some of the issues raised by comments on related posts&#8230;the President of the United States probably has the power, as Commander in Chief, to order the confiscation of firearms from areas in actual rebellion, following a proclamation of martial law. Martial law has not been declared. The &#8220;standard of scrutiny&#8221; question for the deprivation of state or federal constitutional rights is irrelevant here; the question would be relevant if there were a challenge to the constitutionality of the Louisiana emergency statute. When the police chief exercises power which he was never granted by law, then his act is ultra vires, and necessarily illegal.</p>

<p>However this is not unusual this is how all welfare, SSI &#038; AFDC money is spent everyday we just can not track it because the government hands out checks not debit cards.</p>
<p>I think that since the Food Stamp debit program is working so well that the government should convert all payments to debit cards so they can track money being paid out to take care of children to make sure it is not being spent on beer at strip joints.</p>
<p>I know for a fact because I have seen it that welfare money is being used to buy expensive tvs, video games, beer, tobaco, guns and other items. Very little of the AFDC money actualy gets spent on children.</p>

<p>Can you imagine any words more horrifying after dialing 9-1-1? Your life&#8217;s in danger, but there&#8217;s no one available to help you. </p>
<p>For several days in September, life was absolutely terrifying for many New Orleans residents who got stranded in the wake of Hurricane Katrina. There were no operators&#8230; there were no phone calls being handled. </p>
<p>Heck, there was no 9-1-1. Even if the phone lines had been working, there were no police officers waiting to be dispatched. </p>
<p>Hundreds of New Orleans police officers had fled the city. Some took their badges and threw them out the windows of their cars as they sped away. Others participated in the looting of the city. </p>
<p>While there were many officers who acted honorably &#8212; even apprehending dangerous thugs while grieving the loss of their own family members &#8212; most residents were forced to fend for themselves. </p>
<p>Many did so successfully, using their own firearms, until New Orleans Police Commissioner Edwin Compass III issued the order to confiscate their guns. </p>
<p>Anti-gun zealots confiscate firearms from law-abiding citizens<br />
On September 8, several news outlets began reporting that officials in New Orleans were confiscating firearms&#8230; not from looters, but from law-abiding citizens who legally owned firearms! </p>
<p>&#8220;No one will be able to be armed,&#8221; said Deputy Chief Warren Riley. &#8220;We are going to take all the weapons.&#8221; </p>
<p>It was like a scene out of the former Soviet Union or Communist China. </p>
<p>The Associated Press quoted Compass, the police commissioner, as saying, &#8220;Only law enforcement are allowed to have weapons.&#8221; </p>
<p>Well, there you have it. Given the chance, gun control advocates will always implement their real agenda &#8212; confiscation of firearms from everyone&#8230; except the police! </p>
<p>ABC News video on September 8 showed National Guard troops going house-to-house, smashing down doors, searching for residents, and confiscating guns. Every victim of disarmament was clearly not a thug or looter, but a decent resident wanting to defend his or her home. </p>
<p>Many of the troops were clearly conflicted by their orders. &#8220;It is surreal,&#8221; said one member of the Oklahoma National Guard who was going door-to-door in New Orleans. &#8220;You never expect to do this in your own country.&#8221; </p>
<p>Many never would have expected it &#8212; confiscating firearms from decent people who were relying on those firearms to protect themselves from the looters. </p>
<p>It was an outrageous order &#8212; one that should not have been obeyed. There was no constitutional authority for the directive, and it ignored the fact that many good people had already used firearms to successfully defend their lives and property. </p>
<p>Guns were saving lives and protecting property prior to the confiscation order<br />
As flood waters started rising in New Orleans, a wave of violence rolled through the city. </p>
<p>&#8220;It was pandemonium for a couple of nights,&#8221; said Charlie Hackett, a New Orleans resident. &#8220;We just felt that when [looters] got done with the stores, theyâ€™d come to the homes.&#8221; </p>
<p>Hackett was right&#8230; which is why he and his neighbor, John Carolan, stood guard over their homes to ward off looters who, rummaging through the neighborhoods, were smashing windows and ransacking stores. </p>
<p>Armed looters did eventually come to Carolan&#8217;s house and demanded his generator. But Carolan showed them his gun and they left. </p>
<p>No wonder then that gun stores, which weren&#8217;t under water, were selling firearms at a record pace to people looking to defend themselves. &#8220;I&#8217;ve got people like you wouldn&#8217;t believe, lots of people, coming in and buying handguns,&#8221; said Briley Reed, the assistant manager of the E-Z Pawn store in Baton Rouge. </p>
<p>&#8220;I&#8217;ve even had soldiers coming in here buying guns,&#8221; Reed said. </p>
<p>Makeshift militias patrol neighborhoods<br />
In the Algiers neighborhood of New Orleans, dozens of neighbors banded together to protect their neighborhood. </p>
<p>&#8220;There&#8217;s about 20 or 30 guys in addition to us. We know all of them and where they are,&#8221; Gregg Harris said. &#8220;People armed themselves so quickly, rallying together. I think it&#8217;s why [our] neighborhood survived.&#8221; </p>
<p>Harris isn&#8217;t joking about the armaments. A gun battle erupted one afternoon between armed neighbors and looters. Two of the thugs were shot. </p>
<p>Since then, no more looters have bothered the neighborhood. But the neighbors aren&#8217;t letting their guard down. They all take their turn keeping watch. </p>
<p>Gareth Stubbs sits in a rocking chair on his front porch, holding his shotgun and a bottle of bug spray. </p>
<p>In another home, a 74-year old mother keeps the following near the bed: her rosary, a shotgun and a 38-caliber pistol. </p>
<p>Vinnie Pervel and two other volunteers man a balcony-turned-watchtower with five borrowed shotguns, a pistol, a flare gun, and old AK-47 and loads of ammunition. </p>
<p>To be sure, many of the weapons were borrowed from neighbors who fled before the storm hit. Pervel and Harris did not have any working firearms themselves in the aftermath of the storm. But because Pervel had been keeping in contact (via phone) with neighbors who had already evacuated, he got permission to go into the vacant homes and get his neighbors&#8217; weapons. </p>
<p>&#8220;I never thought I&#8217;d be going into my neighbor&#8217;s house and taking their guns,&#8221; Pervel said. &#8220;We wrote down what gun came from what house so we can return them when they get back.&#8221; </p>
<p>Firearms were a hot commodity<br />
It would be an understatement to say that firearms were the hottest commodity in the days following the massive destruction. In Gulf Port, Mississippi, Ron Roland, 51, lost everything &#8212; three homes, four cars, a bait-and-tackle shop and a boat. It was all destroyed by Hurricane Katrina. </p>
<p>Nevertheless, Roland was determined to salvage what he could amidst the rubble &#8212; with or without police protection. And it&#8217;s a good thing, too, because there would be no such thing as &#8220;police protection&#8221; in the days following the storm. </p>
<p>Standing guard over one of his homes with a handgun in his waistband, Roland used his firearm to stop looters from rummaging through his storm-damaged property. </p>
<p>Roland and his son even performed a citizen&#8217;s arrest on one plunderer and then warned future thieves by posting the following message in his yard: &#8220;NO TRESPASSERS! ARMED HOMEOWNERS.&#8221; </p>
<p>Signs like this were common throughout the Gulf Coast region in the days following Katrina. </p>
<p>Unfortunately, some people had to learn the hard way about the utility of keeping firearms for protection. </p>
<p>Water, food&#8230; but what about guns?<br />
The managers at the Covenant Home nursing center in New Orleans were more than prepared to ride out the hurricane. They had food and supplies to last the 80 residents for more than ten days. </p>
<p>They had planned for every contingency&#8230; or so they thought. </p>
<p>&#8220;We had excellent plans. We had enough food for 10 days,&#8221; said Peggy Hoffman, the home&#8217;s Executive Director. </p>
<p>But they had no firearms. So when carjackers hijacked the home&#8217;s bus and drove by the center shouting &#8220;Get out!&#8221; to the residents, they were completely helpless. </p>
<p>All of the residents, most of them in wheelchairs, were evacuated to other nursing homes in the state. </p>
<p>Hoffman says she has now learned her lesson. </p>
<p>Next time, &#8220;We&#8217;ll have to equip our department heads with guns and teach them how to shoot,&#8221; she said. </p>
<p>Thank goodness someone is learning from their mistakes. </p>
<p>Does anyone remember Los Angeles?<br />
We should have learned this lesson more than ten years ago when the entire country saw horrifying images coming out of Los Angeles. </p>
<p>If the riots of 1992 taught us anything, it is that the police can&#8217;t always be there to protect us. </p>
<p>For several days, that city was in complete turmoil as stores were looted and burned. Motorists were dragged from their cars and beaten. </p>
<p>Further aggravating the situation, police were very slow in responding to the crisis. Many Guardsmen, after being mobilized to the affected areas, sat by and watched the violence because their rifles were low on ammunition. </p>
<p>But not everybody in Los Angeles suffered. In some of the hot spots, Korean merchants were able to successfully protect their stores with semi-automatic firearms. </p>
<p>In areas where armed citizens banded together for self-protection, their businesses were spared while others (which were left unprotected) burned to the ground. </p>
<p>The pictures of Korean merchants defending their stores left quite an impression on one group of people living in Los Angeles: those who had previously identified themselves as gun control advocates. </p>
<p>Press reports described how life-long gun control supporters were even running to gun stores to buy an item they never thought they would need &#8212; a gun. Tragically, they were surprised (and outraged!) to learn there was a 15-day waiting period upon firearms. </p>
<p>Confiscating guns puts people at risk<br />
Fast forward more than a decade, it seems that many folks still haven&#8217;t learned the lessons from previous tragedies. If the Mayor and his cronies really wanted to help the decent citizens of New Orleans, they would have been issuing people firearms instead of taking them away. </p>
<p>These guns were the only thing that prevented many good folks from becoming victims in the aftermath of Hurricane Katrina. </p>
<p>Now that residents are disarmed, will the Mayor provide 24-hour, round-the-clock protection for each of these disarmed families? Will he make himself personally liable for anyone who is injured or killed as a result of being prevented from defending himself or his family? </p>
<p>When your life is in danger, you don&#8217;t want to rely on a police force that is stretched way too thin. And the last thing you want to hear when you call 9-1-1 is, &#8220;All our operators are busy right now&#8230;.&#8221; </p>
<p>That might just be the last thing you ever hear. </p>

<p>BELLEVUE, WA â€“ Following low-key inquiries that were met with stony silence and official indifference, the Citizens Committee for the Right to Keep and Bear Arms (CCRKBA) today is calling for a federal investigation into reports of gun seizures from law-abiding New Orleans residents, and is demanding that officials there immediately account for all confiscated firearms. </p>
<p>CCRKBA Chairman Alan Gottlieb is also demanding that New Orleans police officials immediately stop the seizures, disclose where those firearms are being kept, how they are secured, the type and number of firearms involved, and how those guns will be promptly returned to their rightful owners, in the condition in which they were originally taken. </p>
<p>&#8220;I also want to know under just what authority New Orleans officials are confiscating lawfully-owned firearms from law-abiding citizens,&#8221; Gottlieb said. &#8220;Where does it say that the state and federal Constitution can be nullified, even briefly, simply because of a hurricane? In every other natural disaster this country has ever faced, people retain their civil rights, including the right of self-defense, but New Orleans and Louisiana state officials have added the sin of arrogance to incompetence and negligence for which they must be held accountable when this is over.&#8221; </p>
<p>Gun rights activists have been outraged by a film clip showing a police officer tackling an elderly woman who was armed, in her own home, and later removing her from the premises. </p>
<p>&#8220;We know this is only one incident that is being replayed incessantly, and that not all the circumstances are known,&#8221; said CCRKBA Executive Director Joe Waldron, &#8220;but this incident, combined with statements by local officials, particularly Police Superintendent P. Edwin Compass III, that nobody but police will be allowed to have guns, demands a full and complete explanation to the American public. Visiting police and National Guardsmen are in New Orleans to help hurricane victims, and the nation is grateful beyond words. You don&#8217;t help people by violating their civil rights or the public trust.&#8221; </p>
<p>&#8220;There are reports that residents who refuse to leave are being disarmed, anyway,&#8221; Gottlieb added, &#8220;leaving them to the mercy of any lingering looters and thugs. If true, it is unconscionable. In the anarchy that reigned in the city for days, these armed citizens provided the only protection for their families, businesses and neighborhoods when many police walked off their jobs, and a few even participated in the looting, and the world knows it. The people responsible for making that decision should be immediately disciplined and relieved of command. Visiting officers from other jurisdictions involved in these confiscations should be immediately sent home. </p>
<p>&#8220;New Orleans is still part of the United States, not a police state,&#8221; Gottlieb concluded.<br />

FEMA should not be allowed to hand out cash but only coupons good for set items after they are released from the shelters.<br />
This is a wild waste of funds in 3 days the $2000 will be gone and they will be broke again.</p>

But that order apparently does not apply to hundreds of security guards hired by businesses and some wealthy individuals to protect property.<br />
We suspect this is a disarm the poor and loot the empty homes of guns rule.<br />
It is legal in the state of La to own any gun and carry it anywhere with you as long as you do not carry it hidden.  The State Construction forbids any city from passing its own gun control laws. NO Police are violating the law.<br />
At this time fireman are breaking into all locked homes and not securing them against theft when they leave. Any guns in these homes will likely be stolen by hoods or taken by the police.</p>
