How to stop FEMA abuse
FEMA rules need to be changed.
1) FEMA should treat renters with no jobs diffrent than it handels others. (ie people on welfare) They should have HUD find them a new apartment and move them into it this is the only help they should receive. No cash payments. No money to buy a new TV set!
2)Home owners and Land Lords should prove damage with photos and estimates. Work should actualy have to be done.
3)Tempory housing needs to be managed, Money should not be wasted on motel rooms and people should not be allowed to live in the housing or rooms till cut off dates with no atempt even made to even try and find a place to live. If they can not find a place to live FEMA needs to find rental property for them to live in.

I fear even your suggested restrictions do not go far enough. Anytime the government hands out our tax dollars, the riffraff will be there with their collective hands out, looking to abuse the system.
